This one carries a mark used by the Wallingford Co, Inc. They were based out of Wallingford, CT and in business from 1903 to 1941. At one point there were a subsidiary of Wallace Brothers. When they were in business with each many of the patterns got double listed.
The NS means Nickel Silver. The 3148 is your pattern number or reference. You can also find it under the Wallace name. It's also been listed as 3111N. They had great record keeping, can't you tell? It's an art deco style shape and pattern with swag design. order There's also some interesting ribbed design along the trim. The pattern dates to about the 1930s.
